Originally constructed between 1966 and 1971, the hydropower station has served as a critical facility for municipal water supply and agricultural irrigation for over five decades. However, prolonged exposure to a high-humidity environment—combined with continuous contact with water vapor, chloride ions, and other chemical agents—has led to significant material degradation and a reduction in structural load-bearing capacity.

With a total building footprint of 2,800 square meters, key structural elements—particularly the undersides of floor slabs—have been reinforced using HM-30 carbon fiber sheets and a high-performance epoxy adhesive system. This advanced composite solution was selected for its exceptional strength-to-weight ratio, corrosion resistance, and long-term durability in aggressive environments.

Following the retrofit, the facility will be transformed into a modern, multifunctional water resources hub, seamlessly integrating flood control, irrigation, hydroelectric power generation, urban water supply, and ecological conservation. The upgraded infrastructure is projected to mitigate downstream economic losses by approximately RMB 2 million annually, enhancing both operational resilience and regional sustainability.
